Mission and Vision
The Keçiören Municipality Health Affairs Directorate takes significant steps to protect and improve public health in line with its mission and vision. By enhancing the quality and accessibility of health services, the directorate contributes to a healthier and happier life for the residents of Keçiören. Activities conducted within the framework of the mission and vision support health development and raise health standards for the people of Keçiören.
Mission: Protecting and Improving Public Health
The Health Affairs Department operates within Keçiören Municipality with the mission of providing the highest level of health services and safeguarding public health. Increasing the quality of health services and ensuring equal access for all are fundamental goals. The mission and vision guide the directorate’s work and provide a strategic roadmap for long-term objectives.
The department aims to improve the quality of life for residents by providing preventive, protective, rehabilitative, and addiction counseling services, as well as care for the elderly, disabled, and economically disadvantaged. It also ensures the proper handling of all services for deceased citizens.
Vision: Creating a Healthy, Happy, and Prosperous Society
The department operates with a focus on quality, continuity, development, collaboration, scientific approaches, efficiency, and prioritizing public service. It plans and implements strategies to provide better and more comprehensive services to residents of Keçiören. Services include high-quality and accessible healthcare, addiction counseling, preventive and educational programs, awareness campaigns for communicable and non-communicable diseases, emergency and disaster response, and continuous improvement of public health through sustainable policies and accountable governance.
Duties of the Health Affairs Department
The department operates according to the relevant laws, regulations, directives, and municipal decisions, including but not limited to: Municipality Law (No. 5393), Public Health Law (No. 1593), Misdemeanor Law (No. 5326), Labor Law (No. 4857), Public Procurement Law (No. 4734), Public Financial Management and Control Law (No. 5018), Civil Servants Law (No. 657), and regulations regarding ambulances, rehabilitation centers, and public health procedures.
1. Public Health Services:
The department provides medical and preventive services to municipal employees, their dependents, and residents without social security. Services include:

Conducting medical examinations and treatments or referrals to higher-level health institutions

Administering bandages, injections, and blood pressure checks; providing first aid if necessary

Employee pre-employment and periodic health examinations
-
Employee port health examinations
-
Maintaining employee health records and vaccination cards

Providing first aid and health services during municipal events
-
Organizing circumcision campaigns
-
Participating in district public health councils and commissions
-
Ambulance services for homebound or immobile patients
2. Death Services:
-
Sending doctors to deceased individuals’ homes for death certification
-
Notifying judicial authorities for unnatural deaths
-
Informing local health authorities for deaths suspected of being contagious
-
Handling death-related documents and reporting to the Civil Registry

Issuing travel permits for deceased individuals to be transported outside the district
-
Providing burial shrouds upon request
-
Coordinating transport for deceased individuals outside the city with the Transportation Services Directorate

Keeping records and documents related to deceased individuals
-
Assisting with supplies for funerals of poor or unaccompanied individuals
3. Condolence Services:

Offering moral support to bereaved families
-
Visiting funeral homes and providing refreshments and amenities funded by the directorate

Providing equipment for ceremonies: tea, sugar, pastries, tables, chairs, tents, heating, and lighting

Performing other similar duties as assigned
4. Administrative Affairs and Procurement:

Preparing correspondence according to regulations and filing according to Standard File Plan

Recording incoming and outgoing documents and ensuring timely responses

Maintaining confidentiality and archiving documents per regulations
-
Managing personnel attendance, leave, and records
-
Preparing the budget and planning procurement according to relevant laws
-
Conducting purchases via direct procurement, DMO, or tenders, and managing contracts, payments, and asset tracking
5. Addiction Prevention, Counseling, and Guidance:

Conducting rehabilitation, social support, education, and community awareness activities within Keçiören
-
Establishing and managing rehabilitation centers in accordance with laws and regulations
-
Coordinating with public institutions, universities, and NGOs for rehabilitation programs
-
Conducting educational campaigns, conferences, and public awareness activities
-
Supporting families of addicted individuals
-
Performing other related duties as assigned
6. Institutional Medical Services:

Providing medical examinations, treatments, prescriptions, and EKG tests for municipal employees and dependents

Performing other duties as assigned by the directorate
